Can you use an IPAD as a MIDI controller with out a internet connection? thanks.

yes.
in airport settings create new network and name it
connect iPad (iPod Touch) to that network.
you may want to use WiFi router though if the tip above is too flimsy. Any router will do
no need for internet connection
