They have marketing deals with the various labels, they get the videos and the artist gets exposure plus the label get a certain amount from each DVD that is released. This involves many lawyers and lots of time, and is not something the average joe could do on his own. That's why "promo only" doesn't have many videos for remixed songs, because the videos have to be made then go back to the artist's label for final approval and that takes time and by then the song is 4-5 months old.
you can buy pretty much any video they have released in MP4 from Promo only and all they have is the "MTV" type tags in the beginning and at the end of the track. Other than that you might run across a DJ/VJ getting out the biz that will sell you a whole collection. You also get lucky once in a while and find the video on youtube or vimeo that is intact, with the right software you can rip it from the site but that's not exactly legal and the quality is rarely what you need it to be.
So your options are either get a membership to one of the DVD pools or hunt and peck to find the videos you are looking for.
