can someone tell me what apps (if any) will let one edit an mpeg1 file (cut out clips) WITHOUT having to re-render the edited mpeg into a new mpeg file?

I think yer screwed, mpeg doesn't really lend itself to being edited, as there's so many frames between keyframes, and even different levels of keyframes. Good luck, it's a pain to convert decently too.

Use VirtualDub in "Direct Streamcopy" mode. This runs at my PC with more than 350 fps ;)

hate to rain on your parade, but the output format of vdub is *.avi not mpeg

TMPEG can cut split and join mpeg without recompressing pretty limmitted functionality but very very fast.
for more complex edits then ulead media studio can edit mpeg will "smart render" recompressing only the frames that actually need changing (for instance a fade to black)
