Netpun Amiga Genlock at PC?

I got an old Neptun-Genlock very cheap. Its made for Amiga, but there is something written about RGB input. I can`t just hook it to my VGA by building a special RGB cable, right??

What can i do to get it connected to Standard VGA / a second TV output????

And no, in don`t really understand this (its dutch, close to german, but not to close)

I connected this thing to my PC, it got a plug that fits. But it seems not be able to framesync.

Isn`t there any amiga fan around, who really knows this shit??
