I was chating to a mate who knows way more about computers then little old me and he was on about programs that you can set the % of cpu usage to perticular progs youve got on your hard drive, anyone come across them? do the work without makeing your system unstable? anyone got any links?

I have not heard of external apps that do this.
On the mac you can set a "CPU Hog" value for each app.
on NT/win2k/XP you can choose from 5 values for each process ..
you can change from 'normal' to 'fast' or 'realtime'
I havent noticed much improvement by changing a process to 'fast' but I haven't measured it either.
Setting a process to 'realtime' just locked up my computer on almost every process I tried it on.
you can just press control alt delete and tab to the process manager where you can change these settings.

This variable only say which program is prefered. If there is no other program that takes sources, its practically no difference.

You can use quotas, but they're complicated.
