An interesting article, but unworkable unfortunately, as there's no way to determine "the net discounted value of the future stream of consumption services", except via the past sales of the artist. In which case, a new artist's work would be sold for a disproportionately low figure -- and given they can collect no royalties, they would never be compensated properly for their work. And an existing artist could easily turn out dross, and be paid a disproportionately high sum for it (not that they aren't already). And this is if the proposed system were working flawlessly...
And, uh, who is it again who is paying the artist... that was kinda unclear.

It is good. And it does definitely need sorting out.
Sadly, no matter how exciting or breakthrough a new copyright theory is, I almost always come back to the realisation that the entire economic system would have to be re-engineered to ideally accomodate it. If only ... but unlikely to happen in my short lifetime (the way I party).
Lately I've been reading Paul Johnson's A History of the American People (http://www.amazon.com/exec/obidos/tg/detail/-/0060930349/qid=1046177515/sr=8-9/ref=sr_8_9/002-8862994-5911211?v=glance&s=books&n=507846) (not that copyright is strictly an American issue) and have come to realise how DEEPLY entrenched in Euro-culture the current situation is -- in terms of "globalisation", capitalism and, indeed, intellectual property -- for better or worse.
I pay a lot of attention to Dr. Richard Barbrook's (http://www.firstmonday.dk/issues/issue3_12/barbrook/) developing theories on copyright and economics. Although Richard and I cheerfully disagree about almost everything, I have enormous respect for what he has written in the past, and the direction he's working in. I think he's closest to getting it right.
