Microsoft Filter Graph Editor is available in the DirectX SDK.

Graph Editor can be used for some handy things for sure, but its not much of an end-user tool really, more designed for developers to play around with directx graphs and filters.
So if you dont wanna get into that, try this alternative:

hey that stoik editor refuses to read input files prior to conversion even though i ahave gone through all the hoops .....why?
still cannot convert wmv to avi :(
