Excellent! An interesting tidbit from the FAQ:"fragmentary", transcontextual use of media should be okay under Fair Use exception.... but there is no legal authority to support it. So that means sampling really is grey area! It's never been tested by law.
Fair use is pretty vague. Disconjointed sampling from many different sources may be legal, but there is no official ruling from a judge to use as a rule of thumb that says "4 seconds is ok, but 4.01 seconds is gonna get you the slammer". Also nothing about recognizablility or distortion/alteration. Half a second from the most famous shot in a movie may be illegal, while a full minute from some unmemmorably generic scene (the bellhop, the city skyline) might be totally legal. Meanwhile, using one source material for your entire set may be legal under the Parody proviso, but using too many other sources may kill your right to claim parody. Interesting.

More interesting reading can be found at http://www.eff.org/cafe/ - the Campaign for Audiovisual Free Expression. From their site:
"The Campaign for Audiovisual Free Expression (CAFE) exists to empower the creative community in the digital age by protecting the public's access to and use of audiovisual technologies."
"The Baseline - What We Believe
1. Piracy of an artist's work is illegal. Fair use is not.
2. We have the right to hear, speak, learn, sing, think, watch, and be heard.
3. No one should assume by default that we're criminals, and the technology we use shouldn't do so either.
4. We have a right to use technology to shift time & space. "
