Does anyone have any good tips or knows a good plugin to do this. An example of the noise i'm searching for is here. http://www.dstrukt.com/_docs/slide_08.php

Without a plug-in:
Reverse the clip. Export as divx with lowest quality. Reimport the clip. Reverse again. And you're ready to mix.

Just kidding. I'm interested too. I had a similar problem last week.

Looks like they're using a TV noise plugin as it's distorting the graphic elements as well.
but you could also just film noise from the telly and overlay that...

That was my first idea to but there must be an easyer way to get this effect.

exact...and you could use the same image (tv noise)as a displace map to distort your elements..... but i guess the easiest way is to use: Digieffects video malfunction (http://www.digieffects.com/products.shtml#DELIRIUM) to get the exact same ersult ;)

DigiEffects VideoMalfunction is the best video noise plugin for AE - very slow to render though.
or film a TV that is not tuned properly - or record you visauls to vhs tape and streach tape / stick sellotape on it and play in an old video player - again film TV on camera - direct capture will not work as you have distroyed the time base.
if you want a clip to overlay you can use this one i made (http://www.channel4.com/learning/microsites/I/ideasfactory/pixnmix/vidlib/scrambled.sleepytom.ind.avi) (badly tuned cable TV)

But it's for a tv commercial so it has to be in full pal.
The delerium plugin is the thing i had in mind.

stay with After Effects !!!
you don't need to buy extra plugins.
you need to add basic effects
here is our way to do TV noise:
you will need to use minimum 3 effects (included in AE):
1. Venetian blinds (for the lines look)
2. Noise (for the noise, bad quality look)
3. Wave warp (for the "moving")
Venetian blinds settings:
change the Tansition completion to +/- 20%
change the direction to 90degrees
width to +/- 5
feather to +/- 1.5
Noise:
amount +/- 25%
select use color noise (or not, it's perso)
Wave Warp :
wave type: Sine or Circle or Smooth Noise
Wave Height and Wave Width : different value to create a better motion.
Direction: +/- 10 degrees
Wave speed has to be negative +/- 0.5
With this you get a base for a TV look.
You can play with the keyframes in the effects to get a better motion.
You can add also blur, saturation or white/black effects...
well there is no limit !
And my best advice:
save all your effects settings as an animation preset
(select all the effects in the effects control windows, then in the menu -> animation -> save animation preset)
you will create a ffx file that you can use quicker for the next time !
This is an example, be creative.

I've been busy doing that work around and i've been tweaking settings for a long time but it didn't satify me.
The Delirium plugin is the closest to the real thing in my opinion but a little expensive. I'm try to buy only the plugin i need and not the whole package, Hop that wil work :D
But this is a good discusion on how to fake video noise! So people who have suggestions please.

yeah the filming the tv option is definatly the best and fastest way to get proper video noise. - for wierd AV synced noise try getting 2 or more video signals and and audio signal and pluging them all into one composite input on a TV using a stack of these

I followed THIS (http://www.creativecow.net/articles/rabinowitz_aharon/old_tv/AE_old_tv.mov) video tutorial, from creative cow, and it works prety nice, only uses standard AE settings/plug ins.
Special note that 'scrolling bar' that will give it that real 'bad receiption' feeling.
