After much fussing about with various programs, I found an app that allows you to use a DV input as a standard VFW device. This is really useful in most VJ apps, since they don't usually take a DV in, but will usually take VFW.

Costs $30 and you get a cable (wee-hoo).
The really nice thing is that qualitatively I would say that the results I'm getting with this are better than what I was getting with a cheapo USB input device. My framerates seem more consistent, and most importantly it seems like the color handling is more true.
I haven't noticed any major framerate drop using "visualJockey." People have expressed concern about using a DV device, because of decompression drag on the processor. Whatever that might end up being, it isn't noticeably worse than the issues I was having using a USB 1.0 device.
I'd say that this is a very good solution for people who:
1- already own a DV device such as a camera or Analog to Dv converter.
2- are using a laptop or computer where they don't want to dedicate a PCI slot to a capture device.
There is a demo available, though it times out at only 10 minutes. My experience with the purchased application has been that it is very stable.
Give me a month with it before I write a review... but I'd say this may be the solution for some people wanting better quality out of their laptop, or a quick way to access their DV camera.
