The main question is how do you want to animate it?
After effects is good for moving things around, adding filters (with animated parameters), animating opacity and so on. You can also use it to break up an image into component parts and animate them relative to each other.
It is not so good if you want to do direct pixel painting animation. There are specialist packages out there that are good for this. We use JASC Animation Shop (basically a cut down version of Paint Shop Pro with animation support). Its not the be all and end all by any means bt it is cheap and has the important features such as onion skinning.
So, what kind of effect are you going for?

I concur. AfterEffects is lovely.
There is another program (if it still exists) called Adobe Streamline, which can take a b/w image and convert it into vector. FLASH can also do this.... There are things you can do with a vector version of the logo, like import it into a 3D program to spin, squarsh, manipulate....
You might also get interesting results by running the logo on a tv screen and taking a (borrowed?) DV camera and shooting the television screen from different zooms, angles, and exposure settings.... The older the television, the more "character" the animation. Screw with Hue, Color, and V-Hold of course.

Holly, check out the new feature in Illustrator CS2... it can do great vectorisation. Works a treat, with good controls too.

The only way anybody can give you any useful advice on this is to ascertain what type of image it is. You say black and white ink - what do you mean? is there any half-tone? If so, then vector apps are out (for most practical purposes anyway). How complex is the image, and what exactly do you want to happen to it? A posted image would be helpful (essential) but even with the highly vaunted "After Effects", you will still be in for a fair few hours, and it will only do what you want to do, so you have to work that out first.

Cheers for all your advice. At the moment the only image i have to work with is a scanned image from a flyer. One of my mates who owns the picture is on holiday so i can not get access to the image to get a digital image. I believe that the image would be a tricky one to work with...have a look

I would say, get illustrator, download silhouette (http://www.silhouetteonline.com/) and make the painting into vector image. Then you can easyly scale it without loss of quality and break it appart, you can even import your .ai in after effects where it will become pixel again.
Good luck

Studio Artist is another good one, input video and output a vector art video.
